Ukraine's leader Volodymyr Zelenskyy stated during his visit to the US capital that the Russian president's move to request negotiations with Donald Trump indicates the Kremlin is on the defensive. Zelenskyy commented, "We can already see that Moscow is rushing to resume dialogue immediately after it learns of cruise missiles." This statement addressed recent comments about providing long-range missiles to Ukraine.

Diplomatic Moves and International Reactions

A former US state department official, a foreign policy expert, observed, "Putin is attempting to disrupt the momentum toward greater sanctions on the Kremlin." He added, "We'll see on Friday, but the likelihood of moving toward a ceasefire by pressuring Moscow to get serious appear to have decreased."

This development came after the US president had in recent days been strengthening his rhetoric toward Russia until Thursday's call with the Russian president, which the Russian government characterized as "highly open and constructive."

European Fuel Sanctions and Market Impact

The European Union have established a requirement for energy importers into the EU to prove their fuels are not sourced from Russian crude, according to a official guideline released on recently. This step is included in the EU's upcoming ban on purchases of fuels made from Russian petroleum, which is included in its 18th restrictive measures against Moscow over its military actions in Ukraine.

Market experts noted that trading patterns appeared to be factoring in the possible reduction of Indian purchases of Russian crude. Some oil processors in India are preparing to cut purchases from Russia, with expectations of a phased reduction, as reported by sources knowledgeable about the situation.

"This is a positive development for the crude oil price as it would eliminate a major buyer of Russian crude," commented Tony Sycamore, adding that oil prices were stable on Thursday.

Security Developments and Infrastructure Strikes

A massive Russian unmanned aircraft and rocket attack targeted gas facilities in Ukraine's eastern regions on the same day, causing outages in multiple areas. Authorities in Ukraine reported that Russian forces deployed numerous of drones and many of missiles, along with glide bombs.

"This autumn, the Russians use every single day to attack at our energy infrastructure," declared Volodymyr Zelenskyy, noting that attacks impacted the areas of northern Ukraine, eastern Ukraine, central Ukraine, Sumy and Vinnytsia.

Global Political Responses

The proposed system, dubbed the "EU defensive program," is expected to begin working in its first phase by the 2026 timeline and be fully functioning by the following year. EU authorities aims to obtain the support of member state representatives at a summit in the coming days.
